Role Summary/Purpose: The HRM performs duties associated with some or all of the different functional HR areas , including Recruitment, C&B, OD, L&D and Employee Relations in KZ & Central Asia region.
Essential Responsibilities:
- Contribute to the KZ&CA HR strategy by helping Biz leaders to identify, prioritize, and build organizational capabilities, behaviors, structures, and processes;

- Review and benchmark the internal and external environment to improve the HR policies and initiatives; maintain a knowledge of progressive HR practices and key trends;

- Develop and promote feedback mechanisms for employees to influence the continuous improvement of HR services and processes;

- Facilitate short- and long-term initiatives aligned with the strategic agenda of TA, C&B, L&D;

- Drive specific tasks and manage projects/cross-functional initiatives as determined in the annual HR operational plan by HR functions, viz;

TA

- Planning & coordinating attraction & candidates’ selection process for KZ&CA offices of GE. Provide overall direction and approach for the recruitment activity;

- Together with the service Biz Leaders plan future staffing needs based on the organizational and business goals (both graduates/LPs and experienced hires);

- Conduct direct search of candidates for the vacancies in Kazakhstan & CA. Interview applicants and gather information regarding their education, experience, training, job skills, and salary requirements;

- Work with finance department to prepare annual recruitment budget and monitor expenditures to comply with budgetary limitations;

- Preparation of the reports regarding recruitment activity for the Firm’s management;

- Establish and maintain contacts with employment sources, such as colleges, employment agencies, search firms, and trade Associations;

- Work with contracts (contracts negotiation with providers) and other documents related to activity of recruitment services providers;

- Train Hiring Managers, management and employees in the skill interviewing on an ongoing basis to ensure effective, legal interviewing Practices;

- Plan, administer and coordinate internship programs;

- Develop and implement brand of the firm as an employer of choice. Deploy branding events in target and other universities;

- Source University graduates to fill LP and interns’ positions.

C&B

- High-level C&B education (for both employees and managers) in KZ&CA region;

- Participation in external salary surveys/studies (including special projects);

- Benefits’ management (including tenders) for all elements applicable for KZ&Central Asia region;

- Work with PR team: internal communication in C&B area in KZ&CA;

- Work with EHS team: health ahead program in KZ&CA;

- Participation in other C&B projects/initiatives applicable for KZ&CA region.

OD/L&D

- Implement regional RUCIC OD strategies in talent assessment, leadership development, executive staffing and coaching in KZ&CA;

- Conduct periodic organization needs assessments, data tracking;

- Create detailed project plans for developing, launching, and running programs - responsible for completing activities on time and on budget;

- Support SHRM and the OD Manager in succession planning and coordination of communication for key organization changes;

- Coordinate GE Opinion Survey in KZ&CA and implementing interventions as a result of the detailed analysis of the data aimed at enhancing the employee engagement and loyalty;
Qualifications/Requirements:  Bachelor’s degree in business administration, HR management, or related field
 4–5 years experience in Human Resources mangement
 Capacity to understand people issues impacting the business and how the business can create profit and value
 Demonstrates integrity in all business interactions and honors personal commitments
 Ability to provide both verbal and written information clearly, succinctly, and persuasively, as well as ability to influence others
 Skill in project management, resource management, and strategic planning
 Ability to reach agreements and consensus despite differing goals and priorities
 Capacity to understand problems and issues in the context of the bigger picture and understand relationships among subcomponents
 Ability to use research methods effectively, including data collection, diagnostic, and analytical skills
