Role Summary: Responsible for creating, implementing and maintaining the site strategy on Environmental Health & Safety challenges, predominantly by leading the project & Service sites for GE Renewable Energy-Greater China Region. This individual will functionally report and closely work with business level EHS staff to ensure EHS compliance in the region. Provide technical expertise in all areas of EHS to the core team and functional leads in the region.
Essential Responsibilities: 1. Manage all aspects (technical, regulatory/third party interface, reporting, permitting, compliance, financial, administrative, etc.) of GE Renewable Wind projects and permits in compliance with relevant regulatory programs and GE corporate policies. Ensure appropriate management of consultants and legal counsel on all projects and coordinate efforts of other EHS staff members and site EHS professionals on various projects as required in the region. 2. Establish and enhance EHS programs at Greater China region wide. Work with Global team to develop a strong EHS culture and work together to improve GE's EHS standard 3. Evaluate EHS risk prior to projects/services start to ensure GE employees and contractors are working safe and in compliance. And Participate to the Project Kick-off meeting with Project manager, customer, Contractor and sub-Contractors in order to promote GE EHS exigencies. 4. When required, identifies and trains a site EHS representative who will be staffed in the project site team under authority of site manager for the execution of the project. 5. Advise and assist in the investigation of serious accidents and dangerous occurrences. Where required, assist in the reporting of all such cases to regulatory agencies. 6. Identify EHS training required by people involved in the project execution, and provide assistance in organizing such training. Coordinate with Site Managers and, where appropriate, advise on training to improve the existing knowledge of personnel on Environmental, Health, and Safety matters. 7. Liaise with the representatives of government agencies, advocacy groups and customers on EHS 8. Liaise with customer EHS and Operations staff, to ensure GE meets their EHS expectations for the projects & service , and quickly addresses and responds to any EHS concerns they raise. 9. Provide EHS support to the Project Manager, Site Manager, Site EHS Representative, and other project staff as required. 10. Manage and mentor the site EHS coordinators 11. Ensure all required internal and external EHS reporting is completed on time. 12. Perform site EHS audits on GE or Customer request 13. Qualifications/Requirements: 1. Bachelor of Science or Bachelor in Engineering, any discipline. Specialization in EHS field/ Qualified Safety officer certification. 2. Minimum 8 years' experience within EHS，hereof 3 in a leader role 3. Regulatory knowledge and experience working with state and /or equivalents regulatory bodies. 4. Proven project and program management skills. 5. Strong native language (Chinese) and English skills - both written and spoken 6. The EHS Manager must be organized, outgoing and have strong communication skills 7. Persistent. 8. Good at organizing and coordinating. 9. Able to communicate at all levels in the organization. 10. Good IT proficiency (MS office package) 11. Able to travel globally, expect to travel 60% of time
Desired Characteristics: 1. Advanced degree and/or professional certifications in EHS domain. 2. Experience managing projects and/or EHS compliance in China and or International environmental laws. 3. Able to simultaneously manage multiple projects and other responsibilities, adjust to changing priorities and to make decisions with speed and accuracy based on available information 4. Team player with strong interpersonal skills, capable of working within a globally diverse, cross-functional, internal and external team. 5. Excellent oral and written communication, presentation, and negotiation skills.
