Overall responsibility for Site financial accounting and reporting, whilst fulfilling the dual role of both Guardian of the Rules for Internal Control and as Business Partner to the Site Management team.
The Site finance Controller is a key member of both the Site Management team and the overall Project Controlling team, and shares the local responsibility for commercial and financial aspects
Responsibility to report any noted issues of financial concern, conflict of interest or potential impropriety by Site staff
Ensure accurate, compliant and transparent financial management of Site Management of Fixed Assets on-Site Ensure Internal Controls understanding, ‘buy-in’ and compliance by Site Management team
Ensure implementation and communication of correct application of Delegation of Authority (DoA) on-Site
Financial Management Involvement in setting up, managing and closing down Site from a financial perspective, with particular ownership of the financial reporting and ERP systems Accounting for all Site financial activities in the ERP system on a timely, accurate and complete basis, and in accordance with IFRS and local GAAP requirements
Ensure compliance with all Tax requirements and any other relevant local legislation
Ensure all financial management tools and systems are implemented, and that relevant procedures are documented and closely followed on-Site Monthly reconciliation of relevant Site accounts, including any suspense accounts Ensure all Onshore costs are allocated to the appropriate Cost Position in the ERP system Ensure consistency between balances reported in ERP system with corresponding costs recorded via Site Procurement, as Manpower and for Civil / M&E Erection Subcontractors Management of all NCR, FSI and VAC events as custodian of the Non-Conformances Master List, and as a stakeholder in the creation of accounts for NCCs in the ERP system, their correct cost allocation and eventual cost recoveries, where applicable
Provide regular financial and contractual evaluation of Suppliers and Subcontractors to minimize risk of non-performance Communicate any observed ‘early warning signs’ pertaining to potential financial difficulties of Subcontractors on-Site to Construction Management Conduct ad-hoc reviews and evaluations for potential cost reduction opportunities
Reporting Shared responsibility and overall custodianship in consolidating, reviewing and presenting Monthly Construction Cost Forecasts, including As Sold Budgets, Expended Costs, Committed Costs and Cost to Complete for all Disciplines therein Promote the importance of, and compliance with established accounting concepts and Internal Control fundamentals by key non-Finance stakeholders on-Site (including SIM, OCM, Head of Civil / M&E Erection) in their periodic reporting requirements Provision of regular review, analysis and consistency checks of financial and non-financial information – and the connection therein – presented by Site Management team
Preparation of Site Monthly Financial Report Periodic analysis and challenging of key assumptions derived in the preparation of cost reporting for NCCs, Risks and Opportunities, and Claims Involvement as key stakeholder in the preparation (as Process Owner), sign-off (as FD), and follow-up of any Action Plans in Site’s Internal Control Questionnaire Ad-hoc reporting for SIM, LPC and Unit FD as required Provision and interpretation of financial information for Site
Relevant University Qualification (e.g. Commerce, Business, Accounting, Finance)
Minimum 5 years Business / Project / Cost Controlling or Construction experience
Knowledge of Controlling and Performance Management, Accounting, Reporting and Processes and Internal Control Operational Effectiveness and Accountability Collaboration and Teamwork Communicating with transparency
